The Public Service Commission of Kenya (PSCK) is a critical institution in Kenya's public sector, responsible for overseeing the country's public service. As part of its mission to ensure efficient and effective service delivery, PSCK is seeking an exceptional Secretary - ICT (Security & Audit Control) to lead the development and implementation of ICT security and audit control strategies. About the Role

The Secretary - ICT (Security & Audit Control) will play a pivotal role in ensuring the security and integrity of Kenya's ICT infrastructure. The successful candidate will oversee the Cyber Security and Systems Audit & Control directorates, reporting directly to the Principal Secretary. This position offers a chance to align ICT vision, mission, and strategic objectives with national development agendas, including Kenya Vision 2030, National Digital Masterplan 2022-2032, and the Digital Economy Blueprint.

Key Responsibilities

  • Strategic Leadership: Align ICT vision, mission, and strategic objectives with national development agendas, including Kenya Vision 2030, National Digital Masterplan 2022-2032, and the Digital Economy Blueprint.
  • Operational Oversight: Plan, direct, control, and coordinate ICT Security and Audit Control functions, ensuring the implementation of ICT security and audit standards and best practices.
  • Governance and Policy Development: Strengthen governance and oversee the formulation, implementation, and review of ICT Security and Audit strategies, guidelines, standards, procedures, and global best practices.
  • Resource Mobilization: Spearhead resource mobilization, investment, budgeting, budgetary control accountability, and prudent utilization of resources.
  • Cybersecurity and Audit: Oversee the implementation of cybersecurity assessments and audits in liaison with other stakeholders, advising the government on ICT cybersecurity and audit matters.
  • Incident Management: Facilitate a framework for incident management, ensuring prompt response to ICT security incidents.
  • Capacity Building: Provide guidance on capacity building in cybersecurity and systems audit, promoting government adherence to the Confidentiality, Integrity, and Availability principles for e-Government services.
  • Public Awareness: Provide leadership in public awareness and promotion of cybersecurity, ensuring a culture of cybersecurity among citizens and government agencies.

Requirements and Qualifications

Essential Qualifications:

  • Educational Background: Bachelor's degree in Computer Science, Computer Technology, Informatics, Business Information Technology (BBIT), Computing Science and Technology, Computer Security and Forensics, Software/Electronic Engineering, Telecommunications, or an equivalent qualification from a university recognized in Kenya.
  • Postgraduate Qualification: Master's degree in Information and Communication Technology (ICT) or in any other related discipline from a university recognized in Kenya.
  • Professional Experience: Minimum of ten (10) years of service, with at least three (3) years in the grade of Deputy Director, ICT, CSG ‘6’ and above, or in a comparable and relevant position in the wider public service or private sector.
  • Professional Membership: Membership to a relevant professional body.

Preferred Qualifications:

  • Project Management Certification: Possession of a certificate in project management from a recognized institution will be considered an added advantage.
  • Outstanding Managerial and Administrative Capability: Demonstrated clear understanding of National Development Policies, goals, and objectives, with wide professional experience in Information Communication Technology Policies and e-Government strategy development, implementation, monitoring, and evaluation.
