Chief Technology Officer (CTO) – Federal & Defense Solutions

We are seeking a dynamic and visionary Chief Technology Officer (CTO) to drive our technology strategy, lead solution delivery, and ensure technical excellence across mission-critical programs. Position Overview The CTO will be an energetic, confident, and results-driven leader with deep experience in federal and defense technology consulting. This individual will define Oran Inc.’s technology roadmap, lead technical architectures, and provide solution oversight for both existing and new federal programs. The CTO will also act as a thought leader, ensuring compliance with federal standards, security frameworks, and mission objectives, while fostering innovation to keep Oran Inc. and its customers ahead of the curve. Key Responsibilities Strategic Leadership & Vision • Shape and execute Oran Inc.’s long-term technology strategy aligned with federal, defense, and national security missions. • Serve as the senior technical advisor to the executive team and federal customers. • Build strategic technology partnerships with industry leaders, government stakeholders, and integrators. Architecture & Solution Oversight • Lead enterprise architecture design for federal and DoD customers, ensuring compliance with frameworks such as DoDAF, NIST RMF, and Zero Trust. • Provide oversight for technical solutioning in federal RFPs, proposals, and pre-sales engagements. • Ensure secure, interoperable, and mission-ready architectures across cloud, on-prem, and hybrid environments. Project & Delivery Excellence • Oversee delivery of Oran Inc.’s technical commitments on past and current federal contracts. • Ensure solutions are delivered on time, within scope, and aligned with federal compliance requirements (FedRAMP, FISMA, CMMC, etc.). • Partner with PMOs and program leadership to mitigate risks and resolve mission-critical technical challenges. Innovation & Emerging Technology • Drive adoption of emerging technologies (AI/ML, DevSecOps, Zero Trust, Cloud-native, Cybersecurity, Data Fabric) within federal missions. • Build technical proof-of-concepts and prototypes that demonstrate mission impact. • Anticipate defense and civilian agency needs, shaping innovative solutions to meet evolving requirements. Leadership & Workforce Development • Build, lead, and mentor a highly skilled team of solution architects, engineers, and delivery experts. • Promote a culture of accountability, innovation, and technical excellence. • Represent Oran Inc. at federal technology forums, industry panels, and defense conferences as a thought leader. Governance & Security • Ensure compliance with all federal and DoD security mandates, frameworks, and cybersecurity standards. • Champion security-first approaches in all technical architectures and delivery. • Implement strong governance processes to ensure quality and sustainability of solutions. Qualifications • Bachelor’s or Master’s degree in Computer Science, Engineering, Information Security, or related field. • 15+ years of progressive technology leadership experience, including 5+ years in a senior executive or CTO-equivalent role within federal/defense consulting. • Proven track record in leading technology strategy, enterprise architectures, and solution delivery for DoD, federal agencies, or intelligence community programs. • Expertise in federal security frameworks: NIST, FedRAMP, RMF, Zero Trust, and CMMC. • Deep understanding of cloud adoption (Azure Gov, AWS GovCloud, DoD IL environments) and secure enterprise integration. • Exceptional communication skills with ability to interface at the highest levels of government and industry. • Go-getter mindset: entrepreneurial, resilient, and proactive in driving mission success.
