Health Policy & Government Affairs Manager Children’s Advocacy Alliance (CAA) Nevada’s independent voice for children and families Position Overview The Children’s Advocacy Alliance is seeking a Health Policy & Government Affairs Manager to help advance children’s health, child welfare, and early childhood priorities through policy analysis, coalition-based advocacy, and data-informed strategy. This role is anchored in policy advocacy and collaboration, not subject-matter expertise. The Health Policy & Government Affairs Manager works in close partnership with coalition members, community organizations, researchers, and issue experts—helping translate their expertise into clear policy positions, advocacy strategies, and legislative-ready materials. The Executive Director retains responsibility for final government affairs strategy, lobbying, and legislator relationship management. This role ensures that government affairs is well-informed, coordinated, and grounded in credible analysis and data. This is a full-time position based in Nevada that is primarily remote (work from home) reporting to the Executive Director, with in-state travel and evening/weekend work during legislative periods. Primary Role: Policy Advocacy & Coalition Integration The Health Policy & Government Affairs Manager plays a central role in building and carrying out advocacy strategies in partnership with coalition members and subject-matter experts. Key responsibilities include: • Coordinating advocacy efforts across children’s health, child welfare, and early childhood • Facilitating the Children’s Mental Health Action Coalition and coordinating with childhood and child welfare staff and experts to surface priorities, assess policy options, and identify advocacy pathways • Turning partner expertise into policy frameworks, talking points, legislative summaries, and advocacy materials • Developing short- and long-term advocacy communications and strategies in collaboration with the Executive Director • Representing CAA in coalition meetings, workgroups, and policy discussions as a lead and facilitator Policy Analysis & Strategy Development This role is responsible for policy analysis in service of government affairs, not for generating independent academic research. Responsibilities include: • Analyzing proposed legislation, regulations, and budget items to assess impact on children and families • Synthesizing research, expert input, and community perspectives into clear policy options • Drafting issue briefs, fact sheets, white papers, and background memos for government affairs use • Supporting development of legislative testimony and advocacy messaging in partnership with the Executive Director This role is not expected to be the primary subject-matter expert in every policy area. Deep technical analysis is sourced from coalition partners, researchers, and consultants when needed. Data & Research (Government Affairs-Support Function) Data in this role exists to strengthen credibility and decision-making, not to function as a standalone analytics position. Responsibilities include: • Compiling and interpreting data relevant to CAA’s policy priorities • Producing basic analyses, charts, and summaries to support advocacy • Translating data into accessible narratives for policymakers and non-technical audiences • Supporting surveys or data collection efforts on a limited basis This role does not own advanced statistical modeling, complex datasets, or large-scale original research. When deeper analysis is required, CAA relies on partners or consultants. Government Affairs Roles & Decision Authority Depending on the candidate’s level of experience and interest, this area of responsibility can be expanded or limited. • The Executive Director leads lobbying, legislative negotiations, and final government affairs decisions • This role can lead or support and inform strategy through analysis, coordination, and preparation • Legislative testimony may be drafted and delivered by this role or through the Executive Director and designated advocates Depending on the candidate’s level of experience and interest, the role may or may not serve as CAA’s lead lobbyist and independently commit the organization to Government Affairs positions. Scope Boundaries & Prioritization To maintain focus and sustainability: • During legislative session, Government Affairs support and rapid policy analysis take precedence over long-term research projects • When capacity is constrained, coordination and clarity are prioritized over depth • Coalition facilitation is done in coordination with the entire CAA staff; this position takes the lead on CAA’s health coalition management • Communications strategy, grassroots organizing, and media relations are outside the scope of this role Qualifications & Experience We encourage candidates with government affairs, policy, or coalition-based experience, even if their background is not rooted in a single issue area, to apply. Ideal qualifications include: • Coursework or bachelor’s degree in public policy, public health, or a related field a plus • Experience in policy advocacy, government affairs, or coalition-based work • Comfortable analyzing policy and using data to support government affairs decisions • Strong writing and synthesis skills for policy and general audiences • Demonstrated ability to facilitate collaboration among diverse stakeholders • Ability to manage competing priorities and make clear tradeoffs • Proficiency with common productivity and data tools (e.g., Excel/Sheets, Word/Docs, presentations) • Bilingual English/Spanish is a plus but not required Compensation & Benefits • Salary: Commensurate with experience and final scope of responsibilities • Benefits: Health, dental, and vision insurance; retirement plan with employer match; paid time off; flexible schedule Location Las Vegas, Nevada (Remote) Department Government Affairs Employment Type Full-Time Minimum Experience Entry-level Compensation $50000 - $65000 Apply tot his job Apply To this Job
