Labor and Workforce Compliance Analyst (Associate/Senior)
Overview of the Business and Workforce Compliance Division
The Business and Workforce Compliance Division ensures that SANDAG activities comply with all applicable federal, state, and local requirements related to Business and Workforce Compliance, including but not limited to Title VI of the Civil Rights Act of 1964, the Americans with Disabilities Act of 1990, the 49 Code of Federal Regulations Part 26 Disadvantaged Business Enterprise (DBE) Program as applicable, and other labor and wage regulations and requirements. We do this by proactively engaging internal and external stakeholders to drive compliance; and developing training, tools, and best practices to support efficient and compliant delivery of SANDAG projects and programs.
Role
In support of SANDAG’s labor and workforce compliance requirements, this position will collaborate with internal and external stakeholders to maximize opportunities for workers on SANDAG projects throughout the San Diego region.
This position will be filled at the Associate or Senior level depending on qualifications and experience of the selected candidate.
This is a Limited-Term assignment with an anticipated duration of three years.
Associate
• Coordinate the SANDAG Labor Compliance Program for non-construction related projects; develop program initiatives and procedures to ensure compliance; and oversee labor compliance activities for agency grant-funded activities.
• Coordinate labor compliance training programs for grantees.
• Track compliance of consultants and contractors with the California Labor Code, the California Code of Regulations, Davis-Bacon and Related Acts, and other compliance requirements.
• Coordinate adherence to escalation procedures for noncompliance.
• Track and manage all aspects of the SANDAG Community Benefits Agreement (CBA) program; develop initiatives and monitor program goals and procedures to ensure compliance.
• Coordinate and report at labor management meetings and respond to prevailing wage and CBA questions, concerns, and matters that may arise from contractors and construction workers.
• Facilitate the accurate reporting of prevailing wages, fringe benefits, apprentice utilization, and resolution of employee wage violations in accordance with state, federal, and other regulations.
• Assist in developing system specific training materials and user manuals.
• Assist coordination with Grantees, Project Managers, Resident Engineers, Construction Managers, and vendors to ensure labor compliance regulations are in place; administer and update procedures and policies for non-compliance or violations.
• Coordinate with regional partners on workforce development initiatives to advance delivery of the agency’s annual capital program.
Senior
• Manage the SANDAG Labor Compliance Program for non-construction related projects; develop program initiatives and procedures to ensure compliance; and
• Manage the oversight and implementation of the grant recipient labor compliance program and provide training and guidance to recipients.
• Provide training and technical expertise on labor compliance; provide resolutions and recommendations as well as monitor grievances, protests, or any other disputes that may arise.
• Monitor compliance of consultants and contractors with the California Labor Code, the California Code of Regulations, Davis-Bacon and Related Acts, and other compliance requirements.
• Implement escalation procedures for withholding due to non-compliance and provide guidance to Construction Managers, Resident Engineers and Project Managers.
• Manage and implement all aspects of the SANDAG Community Benefits Agreement (CBA) program; develop initiatives and monitor program goals and procedures to ensure compliance.
• Coordinate and report at labor management meetings and respond to prevailing wage and CBA questions, concerns, and matters that may arise from contractors and construction workers.

• Implement workforce development initiatives with regional partners to advance delivery of the agency’s annual capital program.
• A Bachelor's degree with major course work in public administration, business administration, finance or accounting, or a related field.
• Minimum of three years (for Associate Level) or five years (for Senior Level) of increasingly responsible, professional program administration experience in areas such as labor compliance, prevailing wage, community benefits agreement, labor agreement, finance, accounting, or budgeting. A combination of relevant education and recent work experience may be considered in lieu of the bachelor’s degree requirement
• Knowledge of Skilled and Trained Workforce rules and regulations.
• Knowledge of the California Labor Code, the California Code of Regulations, Davis-Bacon and Related Acts.
• Experience with CBA project implementation, monitoring, and reporting plan is a plus.
• Demonstrated ability to foster strategic business partnerships and alliances with government agencies and private partners.
• Experience auditing various agreements, records, and statements to determine compliance with regulations and investigating complaints of non-compliance.
• Experience issuing requests for missing and revised documentation and corresponding with applicable contractors and consultants to ensure compliance.
• Experience creating and maintaining policies, operating procedures, and guidelines.
• Experience working with contracts, preparing budgets and schedules, such as tracking consultants and project progression.
• Strong proficiency with Microsoft Office Suite and other PC-based applications - Excel, Outlook and PowerPoint.
• Experience with labor compliance monitoring including LCPtracker software system or similar system.
This position will be filled at the Associate or Senior level depending on qualifications and experience of the selected candidate.
Annual Salary Ranges:
• Associate Administrative Analyst: $74,422-$ 115,357
• Senior Administrative Analyst: $90,501 -$140,296
