The Oregon Public Defense Commission (OPDC) is seeking a Contract Compliance Analyst to administer and provide advanced oversight of our statewide Public Defense Provider Contracts. In this role, you will serve as a subject-matter expert, ensuring that public defense services are delivered effectively, equitably, and in alignment with constitutional, statutory, and professional standards. Minimum Qualifications A bachelor's degree in business or public administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; and five (5) years of experience coordinating or administering a program. OR Any combination of experience and education equivalent to eight (8) years of experience that typically supports the knowledge and skill requirements listed for the classification. What you will do The Contract Compliance Analyst administers and provides advanced oversight of OPDC's Public Defense Provider Contracts, serving as the agency's subject-matter expert on contract compliance. The role monitors and evaluates contractor performance against statutory, contractual, fiscal, and policy requirements using qualitative and quantitative data to develop recommendations and corrective actions. It also analyzes jurisdictional caseloads and applies resource allocation methods to ensure contracts are structured and administered to meet constitutional, statutory, and professional standards statewide. (A cover letter that does not meet the required criteria will be graded as ineligible.) • *APPLICATIONS THAT DO NOT PROVIDE THE ABOVE DOCUMENTS WILL NOT MOVE FORWARD IN THE RECRUITMENT** Duties Policy & Operational Analysis Serve as a subject-matter expert and primary liaison to courts and the Oregon Judicial Department on contract interpretation, attorney appointments, jurisdictional needs, and other issues affecting individual courts or the statewide public defense system. Analyze and resolve complex operational and compliance matters, promote consistent statewide application of contract standards, and collaborate with court leadership, providers, and internal divisions to ensure accurate implementation of laws, policies and procedures. Identify systemic risks and service gaps, recommend data-informed improvements, and develop or revise policies to align with legislative changes and strengthen equitable, stable service delivery. Building Collaborative Partnerships Engage with judges, courts, attorneys, law enforcement, and partner agencies to assess service quality and support the appropriate distribution of public defense cases. Lead and facilitate meetings, workgroups, presentations, and pilot projects on behalf of OPDC, including developing agendas, materials, policies, and evaluation methods. Collaborate with internal divisions to gather and provide statistical, fiscal, and policy information, respond to external inquiries, and support legislative and stakeholder reporting needs. Program Management & Administration Administer and oversee statewide public defense provider contracts to ensure proper implementation and compliance, including developing contracts for attorney and non-attorney providers in coordination with procurement. Develop and manage statewide, regional, and county proposals, prepare and adjust Roster and Costs, and review key elements such as qualification levels, supervision, specialty court participation, and investigative resources to align with jurisdictional needs and budgeted resources. Contract Administration Administer a statewide portfolio of public defense contracts, serving as OPDC's technical expert and primary liaison to courts and providers while interpreting complex statutory, fiscal, and policy requirements. Monitor and ensure contractor compliance with workload standards, budget and reporting requirements, attorney qualifications, funding allocations, and operational best practices through ongoing communication and oversight. Independently assess compliance risks, recommend corrective actions or enforcement measures as needed, and collaborate with trial courts to improve service coordination and develop new procedures when appropriate. Contract Analysis Conduct ongoing compliance monitoring by analyzing MAC and other data against contract requirements, policies, and performance goals, and prepare narrative and statistical reports with findings and recommendations. Perform statewide statistical analysis in collaboration with research staff, evaluate provider proposals to ensure capacity and quality representation across counties, and present results to management and OPDC. Monitor legislative and regulatory changes, recommend necessary policy or contract revisions to mitigate risk and maintain compliance, and update program manuals, forms, and guidance materials to ensure accuracy and alignment with agency objectives. Collaboration & Relationship Building: Foster positive working relationships with internal and external stakeholders, contributing to collaborative problem-solving and shared quality improvement goals. 5. Experience in public defense, criminal justice administration and/or procurement: Demonstrated professional experience in public defense, criminal justice systems, or government procurement, including contract oversight, compliance monitoring, and interpretation of statutes, rules, or policies. 6. Background in public sector budgeting or resource allocation: Experience developing, analyzing, or managing public budgets and allocating resources based on workload, statutory requirements, or service delivery demands. Who we are. The Oregon Public Defense Commission (OPDC) is an agency governed by a 13-member commission appointed by the Governor, which serves as the governing body for Oregon's public defense system. The Commission provides policy direction and oversight for the administration of the system. The legal services provided by OPDC represent an essential component of Oregon's public safety system. OPDC's mission is to ensure constitutionally competent and effective legal representation for people eligible for a public defender. Its office includes the Executive, Appellate, Trial, Trial Development & Resources, and Administrative Services Divisions. OPDC negotiates contracts with trial-level public defense providers and administers and distributes funds for representation and related services for cases during the biennium for criminal, juvenile, and civil commitment cases. The Agency provides compliance and oversight to the trial community providers through quality assurance practices, training, and education. Financial Services processes all expenses related to representation in public defense cases. The Appellate Division provides direct legal representation in the state appellate courts in criminal cases, juvenile dependency and termination of parental rights cases, and parole cases. Other services in the Agency include Data Collection and Analysis, General Counsel, Human Resources, Information Technology Services, Internal Audit, and Policy Development.
