Independent Federal Proposal Writer – DoD Technical IT / Federal Healthcare (Short-Term, Full-Time – 1 Month)

Role Description This is a full-time, short-term (1-month) remote position for an Independent Federal Proposal Writer specializing in DoD Technical IT and Federal Healthcare to augment the proposal writing team during a surge period supporting. The Proposal Writer will be responsible for drafting and refining detailed proposals, responding to RFPs, and supporting the company's technical and federal healthcare business pursuits. This engagement will focus on competitive federal procurements within the Defense Health Agency (DHA), Military Health System (MHS), VA, HHS, and other federal health environments, with particular emphasis on enterprise IT, health systems modernization, and executive-level support services. If you have written in this space, you understand the depth, rigor, and compliance discipline required. Qualifications You must have: • Minimum 5+ years of experience writing federal government proposals • Direct experience supporting DHA, DoD Health, VA, HHS, or other federal healthcare agencies • Experience drafting technical volumes involving: • Health IT systems and modernization • Enterprise IT / CIO / J6 environments • Cybersecurity within healthcare ecosystems • Executive and program management support services • Experience supporting organizations operating under ISO 9001, ISO 20000-1, ISO 27001, and/or CMMI (DEV or SVC) frameworks • Demonstrated ability to write within compliance-driven, audit-ready environments • A degree in English, Journalism, Communications, or related field • Strong visual storytelling capability; writing that translates effectively into process flows, governance models, dashboards, and organizational graphics • Familiarity with structured proposal methodologies (Shipley or equivalent preferred) What Success Looks Like You can: • Interview SMEs and extract technically accurate, evaluator-focused content • Align narrative tightly to Section L and Section M criteria • Build discriminators within compliance-heavy environments • Integrate quality frameworks (ISO/CMMI) naturally into technical and management narratives • Operate independently under compressed timelines • This is not a marketing content role.
